The police have arrested five members of the National Liberation Army (NLA), who allegedly bombed Vice President Parmananda Jha’s private residence at KMC-7, Gaurighat on August 17.
The police today made public the arrests of the suspects — Mohan Karki,
Tikraj Magar, Som Bahadur Rai, Shiv Bahadur Karki and Prabin Dura.
Three other NLA members, believed to be involved in the act, are still
at large. The suspects are all youngsters, either in their late teens
or in early and mid-20s. Mohan Karki, 20, allegedly the brain behind the incident, is a “military commander” of the
NLA. He had apparently called up a private TV channel and claimed
responsibility for the blast. They had also sent an online message,
accusing Jha of taking the oath in Hindi. According to the police,
Karki was actively involved in various crimes in the capital for the
past five years, including extortion and issuing death threats to
businessmen. Karki, who hails from Ramechhap, allegedly operated in the name of Kiran, Prabhat, Sanjay, Bigyan and Nabin. So
far, the NLA has amassed Rs 3 million through extortion. The funds have
largely been used for both party and private purposes. Investigation
revealed that Tika Ram Magar, a “deputy army commander” of the NLA
along with Dinesh Chaudhary, hurled high-power plastic hand grenades
from the rear side of the house at 7.35 pm on August 17. The suspects
took advantage of the power cut in the area and sped away in a taxi. Lance
corporal Shree Prasad Sarbuja, who was on duty, had sustained injures.
The low-intensity blast had also smashed window panes of Jha’s
residence. “Organised criminals gangs pose a threat to the society.
NLA is one such group. It has to be weeded out,” said Upendra Kant
Aryal, senior Superintendent of Police at Metropolitan Crime Police
Division. As per the Explosives Act, 1961, the suspects face a jail-term of up to two years and Rs 20,000 as penalty. They
can also languish in prison from five to 12 years in accordance with
the Attempted Murder (Civil Code 1963), 11th amendment 2000. Besides, the Donation Act 1973 can put them behind bars for another two years for indulging in extortion. Police
records revealed that Tika Ram Magar, who hails from Rauta-9, Udaypur,
was involved in extortion of Rs 1 lakh. He has been an accomplice of
Karki since 2003. Both Magar and Karki had served a seven-month sentence in 2005 under Terrorist and Disruptive Activities Control and Punishment Act. Last year, too, they had spent a month in jail for extortion. Later,
they were released on bail. Som Bahadur Rai alias Ramesh, 23, an active
NLA member, is also a hardened criminal. Ditto for the other suspects —
Shiva Bahadur Karki and Prabin Dura.
